Elena V. Karchenova graduated from Saratov medical institute for specialty “therapeutic matter” in 1984. She worked as a doctor- therapeutist, and then by the doctor of the office of infectious diseases from August 1984 to August 1987 in Regional Hospital of the town Marx. Since 1987. until November 1995 she was the district and shop therapeutist one of the health center of Saratov city. In December 1998. protected thesis to the Ph. degree of medical sciences in the specialties “cardiology” and “normal physiology” “The influence of the nonmedicamental methods of treatment on the functional activity of vascular wall and the rheological properties of the blood in sick with stenocardia high gradations”. Since 1998. until May 2006 she's  occupied by treatment work as the cardiologist, the therapeutist, the doctor of functional diagnostics and by teaching work as the assistant of the Therapy department of the Department of an increase in qualification and postgraduated retraining of the specialists of Saratov state medical university . With 2006 until 2009 ; being the leader of the center of telemedicine in Saratov Railway Clinic, continued therapeutic activity, “talking” with the associates in the contemporary digital language of medicine, independently composed the protocols of inspections in the international digital size in the specialties cardiology, therapy, neurology, neurosurgery, oncology, pediatrics, urology, dermatology, etc.,  and others with use and interpretation of the newest functional studies.

By Elena V. Karchenova for three years is carried out the approval Russia's first project “domestic monitoring of the cardiological patients” with the observation of the patients of cardiological profile and their rytmogramm]along the electronic communication channels.

 This, and also reports and publications at the international level on the theme “The symbiosis of telemedicine and Neural Nets based on the example of the posthumous analysis of thrombosis and thromboembolism of pulmonary arteries after the transferred myocardial infarction” caused international acknowledgement. Directed now by Elena V.Karchenova the Telemedical centre is the member of international society on tele-medicine and electronic health, the official partner of WHO (World Health Organization), has voting rights explosive international medical association with discussion of the questions of clinical tele-medicine, new medical equipment with digital archive storage, storage of medical information, new methods and protocols of tele-medical consultations, domestic monitoring of patients with different nosologies, but predominantly in the field of cardiology, in the field of the tele-medical instruction of medical workers.

 Elena V. Karchenova is the author of 42 publications, 12 of them - in the abroad press, by her in the co-authorship with professor Tatjana V. Golovacheva and docent Vladimir M. Kruglyj in 2005 was written teaching aid “Second preventive maintenance of the ischemic disease of heart after the transferred myocardial infarction”, recommended by educational methods association for the medical and pharmaceutical formation of Institute of Higher Education)of Russia as the teaching aid for the doctors for the system of the posgraduated vocational education of doctors. It uses the respect of foreign and domestic associates as specialist in the region of clinical telemedicine, especially in the region of telecardiology. She has the right to represent international organization for telemedicine and electronic health and to consult patients with different diseases in different medical organizations of peace, which are especially been the members of the international of tele-copper association.
